NAMIBIA – Inclusive and QUALITY EDUCATION FOR ALL

Together with the Namibian Ministry of Education INTERTEAM is focussing on two main goals:

  1. Improving the quality of basic education and increasing the integration of students and children with learning deficiencies and special needs.
  2. Introducing practice-oriented vocational subjects enabling children and youths to get better prepared for their professional future.

 

Namibia has a progressive constitution, recognizing formal education as a fundamental right. About 34% of the expenditure of the overall national budget is allocated to the education sector and hence  good framework conditions are in place to progress on quality education for all.

 

Progressive  education legislation  – challenging implementation

The task in Namibia is to use the positive dynamic of the current situation to provice an inclusive quality education for all.

 

Today, only about 21% of the students reach secondary level at school. To improve the current situation the following is required:

  • Training and placement of adequately educated and qualified teachers for inclusive tuition, especially in rural areas.
  • Suitable infrastructure and teaching material for schools especially for students with impairments and special needs.
  • Professional development, capacity building and introduction of vocational subjects in preparation for subsequent vocational training.

 

INTERTEAM in support of the Namibian Ministry of Education, Arts and Culture

In cooperation with Ministry of Education, Arts and Culture and the regional Directorates, INTERTEAM supports Namibia to:

  • Advisory in service delivery for quality education
  • Promote and integrate inclusive education at national level
  • Promotion and piloting pre-vocational subjects at regional level
  • Quality of education by Introduce and distribute integrative education approaches
  • Develop school subjects for professional preparation and training courses and their wide introduction

 

INTERTEAM offers special services

  • Experienced experts train and coach teachers, principals and inspectors.
  • INTERTEAM is supporting the development and design of tuition materials for pre-vocational subjects and inclusion.
  • INTERTEAM experts promote the development monitoring and evaluation models and are guiding schools in the implementation of pre-vocational subjects.
  • INTERTEAM specialists are supporting the Directorates of Education in organisational development, Management and finance. This furthers the efficiency and effectiveness, ensuring that available government funding is utilised for 100% service delivery in education.

 

130.000 school-attending children and youths are benefiting in the northern regions of Namibia from the interventions of INTERTEAM.

 

Deployment Region

INTERTEAM in Namibia is commited to the Northeast of the country (Kavango West and East, Zambezi and Mangetti Dune).

In addition, there is cooperation in the capital Windhoek with the Ministry of Education and Waldorf School.

Partner Organizations in Namibia in an Overview

Local Partners (with brief descriptions)

 

Ministry of Education, Arts and Culture, Directorate of Education: Programmes and Quality Assurance (macro level)
The Ministry of Education, Arts and Culture is responsible to ensure accessible, fair, integrative and high-quality school education for all children and youths. Therefore, the Ministry promotes Namibian art and culture in favour of national unity and in consideration of its diversity.

NIED - National Institute of Educational Development (macro level)
NIED is responsible for the following areas:

  • Development and evaluation of curricula
  • Introduction of teaching and learning concepts
  • Coordination of develoment of tuition materials
  • Implementation of pedagogical research work
  • Distribution of teaching and learning resources for schools
  • Coordination of development and introduction of advanced education programmes for teachers

 

Directorate of Education (DoE) of the 3 regions: Kavango East and West, Zambezi and Otjozondjupa (meso and micro level)
The education directorates of these three regions: Kavango East and West, Zambezi und Otjozondjupa are integrated in the national education ministry. Their main tasks are:

  • Solid curriculum implementation
  • Quality improvement of teaching and learning through formal and non-formal education
  • Enabling all participants to have a voice in education activites
  • Ensuring quality assurance

 

WSW - WALDORF SCHOOL WINDHOEK (micro level)
It is the aim of Waldorf School Windhoek to offer integrated education to children with innovative learning and teaching principles, making it easier for them to enter the job market. This includes professional preparatory education and training courses for different professional groups, such as agriculture, administration and tourism. The education focuses on the preparation for all aspects of life, providing learners with technical, artistic and personal abilities as optimal preparatory abilities for the Namibian labour market.

 

NNF - NAMIBIAN NATURE FOUNDATION
On a surface area having trice the size of Switzerland, Namibia hosts huge national parks with a unique African fauna and flora. Primary objectives of NNF are the sustainable development and conservation of biological diversity and natural eco-systems. This includes the empowerment of people to use natural resources well in an intelligent and responsible way benefiting all Namibians.

To ensure the continued future existence of achieved progress, the NNF fosters and promotes a stable network of partnerships,  for example, with the state, several NGOs and organizations being active in the fields of ecology, research and the private sector.
